This role involves real-time geofencing of personnel, remote sensing, mapping of farmlands, proximity analysis, and data clustering. The specialist will use various applications to provide web-based visualization of monitored areas, collaborating with teams to gather and communicate field data. Strong technical and communication skills are crucial for collaborating effectively and ensuring secure solutions. Additionally, the specialist will manage databases, particularly those involving geospatial information, in environments like Postgres, Oracle, DB2, Microsoft SQL, and MYSQL.

Job Purpose

The purpose of the GIS and Database Development Specialist role is to take a leadership position in the development, management, and strategic direction of Geographic Information Systems (GIS) and database-related activities within the organization.

This role will involve working with existing databases, established technologies, and technical partners to create a comprehensive and purpose-built data management repository. The goal is to effectively track, manage, visualize, and communicate all field activities of the organization, referred to as SCL.

Job Description
  • Software installation and Maintenance: Collaborates on the initial installation and configuration of a new MySQL, PostgreSQL and SQL Server instances and databases, which includes and not limited to upgrades, service packs and security patches installations.
  • Database High Availability, Backup and Recovery: Create backup and recovery plans and procedures based on industry best practices and the business policies, then make sure that the necessary steps are followed as well as ensure highest availability for database instances.
  • Security: Conversant with potential weaknesses of the database software installed with ability to liaise with the security team to remediate.
  • Authentication: Setting up Role based Access Control (RBAC) to the respective databases and instances as applicable.
  • Capacity Planning: Use industry standard tools to forecast database resource utilization as required in a bid to scale as required.
  • Performance and Database Tuning: Daily monitoring databases for performance issues is part of the on-going system maintenance, where the database should be tweaked to operate as efficiently as possible.
  • Collaborate with cross-functional teams to ensure the consistency and accuracy of data across different systems.
  • Analyze GIS data to identify spatial relationships, display the results of analyses; review GIS data for currency and accuracy; perform geospatial modeling or spatial analysis; document the parameters and context of GIS data and create thematic maps/dashboards for environmental and educational purposes.
  • Provide real time geo-fencing and monitoring of Field Agent interaction with SHF in their communities.
  • Review and improve SHF data capture applications, and support ongoing field survey and enumeration of SHF farmlands.
  • Take responsibility and ownership of end-to-end development, documenting data architecture designs and communicating them with the team members.
  • Design and implement applications and data flows, for accuracy, timeliness, quality and control.
  • Work on all aspects of analysis, design, implementation, and deployment of all software, related to database platforms.
  • Design and develop new Extract, Transform, Load (ETL) solutions.
  • Design and develop new reports and dashboards using SQL Server Reporting Services (SSRS) or Power BI.
  • Detect and troubleshoot SQL Server related CPU Memory, disk space and other resource contention.
  • Maintain and support the existing databases and reporting infrastructure.
  • Work with other team members to identify technical solutions for operational requirements.
  • Evaluate and design logical and physical databases; use modelling techniques to analyze and specify data usage within application areas; define logical views and physical data structures.
  • Evaluate new requirements to find the most appropriate technical solution and developing the overall system design.
  • Perform all database development and administration tasks in non-production (“Development,” “Test,” and “Stage”) and production database environments.
  • Perform problem determination (root cause analysis) and document the source of problems and their resolution.
  • Troubleshoot and resolve errors/discrepancies resulting from the use of applications. Recognize and analyze trends in errors to identify and install long term solutions to problems.
Competencies Required
  • At least 7 years of experience working with geospatial data and applications (ArcGIS
  • Pro/ArcMap/QGIS/ESRI AGOL, MapInfo Pro).
  • At least (5) years of experience within the last five (5) years working with any of the following: PostgreSQL/Oracle/DB2/Microsoft SQL/MYSQL on public cloud hosted on Linux/Unix or Windows platforms.
  • Five (5) years of experience within the last four (4) years using programming languages such as: UNIX shell scripting, PL/pgSQL, Python, or Perl.
  • High level of expertise as a DBA in the administration, design and implementation of backups, performance tuning (using SQL Enterprise Monitor or directly accessing the performance schema), management, and provisioning of SQL database instances.
  • Strong understanding of DataOps methodologies, including experience with automation, version control, and continuous integration/continuous deployment (CI/CD)
  • Data warehouse and data modelling experience (star schemas).
  • Experience in using databases on Azure Cloud platform and ensure security and enterprise regulations are being followed.
  • Expertise in data modelling principles/methods including conceptual, logical & physical Data Models.
  • Experience in data visualization tools (preferably Power BI).
  • An aptitude for IT and an up-to-date knowledge of common applications and systems.
