Job Purpose

The purposes of the State Monitoring, Evaluation, and Learning Officer (MELO) position are three-fold: a) to manage the collection of routine quality data on implementation activities and farmer performance; b) to coordinate the execution of periodic surveys and assessments; c) to oversee the tracking of progress made towards the achievement of project milestones. In addition, the MELO will support knowledge management efforts including the development of periodic progress reports, communications, and learning products including success stories and lessons learned. The MELO will work under the supervision and guidance of the Project Monitoring, Evaluation, and Learning Specialist with support from the Monitoring and Evaluation Consultant. S/he will work in close collaboration with other members of the project team, including consultants, enumerators, and extension agents.

Job Description
  • Coordinate the execution of field-level data collection activities in the State including farmer registration and profiling, GIS data collection, routine monitoring of farmers' performance, surveys, and assessments.
  • Support the development of data collection methodologies, plans, tools, and budgets for every data collection activity.
  • Support development of cutting-edge questionnaires, rigorous training of data collectors, supervising data collection process, and reviewing data input and quality.
  • Train enumerators and extension agents working in the State on the use of digital data collection tools to collect the various forms of monitoring and survey data required by the project.
  • Update and maintain the project's central electronic database ensuring that relevant data points generated in the State are in sync with source datasets and evidence materials.
  • Perform monthly analysis of monitoring data generated from activities in the State and provide feedback (using charts, tables, narratives, etc) to management indicating where project activities and interventions are falling short, meeting, or exceeding the expected outputs and outcomes.
  • Contribute to periodic reports for various stakeholders including donor agencies and local communities focusing on the updates on implementation activities in the State.
  • Participate in the training of staff, field officers, and partners in the monitoring of the project Juriya intervention in the State.
  • Co-facilitate regular project intervention reviews and learning activities at the State level to promote adaptive management.
  • Undertake other assignments as required by the Project MEL Specialist.
Competencies Required
  • Bachelor's degree in Agriculture, Statistics, Economics, or other social sciences
  • Minimum of one (1) year of M&E experience in agriculture and related projects
  • Efficient work planning and management

  • Professionalism, motivation, creativity, and flexibility
  • Good interpersonal and facilitation skills.
  • Verbal and written communication skills (in English and the local language of the State)
